There are 1.6 crore children in Andhra Pradesh. According to the government 4.5 lac children are out of schools. If we are saying that only 4.5 lac are out of school, we are saying that 98% of children are already there. I wish it were true. So the main obstacle is in the assessment of the data regarding the number of children who are out of schools.
